I found I could write all the way down to the subfolder that holds Kodi configs, but no further. You can see on another reply to your post it was mentioned that sdcard isn't locked down completely and you can move Kodi to say, \sdcard\Kodi with the info you linked. Test XML exists in location shown in Windows. Ran into trouble, not sure if I did this correctly.
